Nepal intensifies preparations for COP-30, to present nine key climate agendas

Nepal will present nine key agendas, including mountain protection, climate finance, and climate justice, at COP-30 in Brazil, set for November 10–21.

KATHMANDU: (Oct 24) Nepal has ramped up preparations for the upcoming 30th Conference of the Parties (COP-30) to the UN Framework Convention on Climate Change (UNFCCC), scheduled to take place from November 10 to 21 in Belem, Brazil, where the country will present nine major agendas.

The Ministry of Forests and Environment has been holding a series of meetings with government agencies, development partners, and non-government organisations to finalise its position for the summit.

According to Dr Maheshwar Dhakal, Joint Secretary and Head of the Climate Change Management Division, Nepal’s delegation will focus on issues of climate finance, mountain ecosystem protection, loss and damage, adaptation, mitigation, technology transfer, capacity building, transparency frameworks, and climate justice.

He said Nepal will also raise the “Sagarmatha Call for Action”, an outcome of the Sagarmatha Sambaad (Dialogue) held in Kathmandu in May 2025, which called for stronger global commitment to protecting fragile mountain ecosystems.

“The ministry has already completed most of the necessary preparations, and due to the country’s current situation, the delegation to COP-30 will be as small as possible,” Dhakal said, adding that the draft of Nepal’s National Position Paper is ready and under final consultation with stakeholders.

Nepal plans to highlight the mounting impacts of climate change it has faced in recent years, citing examples of glacial lake outburst floods, erratic rainfall, landslides, and loss of biodiversity.

Unlike previous COPs where high-level sessions were held during the opening days, COP-30 will host the high-level political sessions three days before the conference, followed by technical discussions.

The Brazilian presidency has proposed that COP-30 focus on transitioning away from fossil fuels, strengthening biodiversity conservation, transforming agriculture and food systems, and promoting social and technological development.

Nepal’s delegation aims to ensure that mountain nations’ specific vulnerabilities are recognised in global climate finance and adaptation frameworks.

At COP-29, Nepal had pushed for increased access to climate finance, operationalisation of the Loss and Damage Fund, and global recognition of mountain ecosystems as critical to the planet’s climate stability.
